C-SEI serves children from birth to age three who have or are at risk of having any of the following:
- Developmental delays
- Emotional or behavioral difficulties
- Problems resulting from a difficult or premature birth
- Conditions such as Down syndrome or Cerebral Palsy
- Environmental and/or social concerns (poverty, family violence, a parent’s mental illness) that pose a threat to a child's development.
C-SEI’s goal is to promote each child's optimal development through family-centered, therapeutic interventions. C-SEI is a certified program of the Massachusetts Department of Public Health. Please click here for more information about the Massachusetts Early Intervention program.
C-SEI Initiatives
- Identification and Treatment for Infants and their Families (ITIF) is a five-year, federally funded cooperative project to identify newborns exposed to illegal substances and refer families to the Department of Children and Families (formerly the Department of Social Services) for comprehensive case management. C-SEI is one of three Early Intervention programs selected to participate in ITIF, now given the program name A Helping Hand: Mother to Mother. ITIF has developed policies and procedures for establishing sustainable, collaborative linkages between child protection, Early Intervention, substance abuse treatment and other health and mental health service programs. ITIF seeks to:
- promote permanent and nurturing caretaker/infant relationships;
- ensure the protection of children;
- support healthy child development;
- ensure access for mothers to substance abuse treatment and other needed services; and
- enhance each family’s capacity to meet a child’s needs.
Languages Spoken C-SEI services are provided in the following languages:
- English
- French
- Italian
- Portuguese
- Spanish
- Interpreters are hired for other language needs, including sign language.
Eligibility Criteria Eligibility is determined by an assessment conducted by two or more Early Intervention specialists using the Early Intervention Developmental Profile as required by the Massachusetts Department of Public Health. Parents are encouraged to be involved with their child's assessment and provide valuable information about their child's developmental history and current family routines.
Fees There is no direct charge to families for the first intake or assessment. The program bills Medicaid, HMOs or other insurance when available. A yearly income-based fee may be charged.
Referrals Referrals can be made by any of the following:
- Parents
- Pediatricians
- Hospitals
- Social service agencies
